This was fixed upstream in

Until a newer version of irqbalance is backported to 12.10, you can mute
the syslog spam as follows (run the commands as root):

$ echo ':syslogtag,contains,"irqbalance" ~' > /etc/rsyslog.d/10-irqbalance.conf
$ restart rsyslog
