It does support Qt4 development, and even seems to prefer it regarding Qt version auto-detection, but the software itself needs to be built against either Qt4 or Qt5. Not all of Qt5 features like Design tab support for QML2 would be supported if compiled against Qt4. Offering a good Qt5 support in addition to Qt4 support is related to offering the Ubuntu SDK experience for those who want it.
