Can confirm this affects Dom0; with kernel 3.2.0-38 the attached pgslam and Xen set as: GRUB_CMDLINE_XEN="dom0_mem=7000M dom0_max_vcpus=24 dom0_vcpus_pin"
I can get a crash within two minutes on 3.2.0-38.
