No, that would be rude... But this is progress compared to the other bug. :) Can it possibly be something as simple as settings of environment variables in e.g. ~/.profile or ~/.bashrc ? If so, and even if ~/.pam_environment is read as expected, such settings would override ~/.pam_environment, so to say. It should be noted that before 12.04, language settings via Language Support were saved in ~/.profile.
