Per http://askubuntu.com/questions/17381/unity-doesnt-load-no-launcher- no-dash-appears , I installed compizcnofig-settings-manager and discovered the unity compiz plugin had been disabled.
Enabling the unity plugin reported conflicts with the Gnome Compatibility plugin, which I chose to ignore: The new value for the key binding for the action Key to execute a command in plugin Ubuntu Unity Plugin conflicts with the action Run Dialog of the Gnome Compatibility plugin. Do you wish to disable Run Dialog in the Gnome Compatibility plugin? I don't know what triggered this situation. This was a fresh raring install a few weeks ago and, until now, I've kept it default and no tools to mess with compiz had even been installed.
