Private bug reported:

After upgrading to 13.04 from 12.10, the network-manager indicator is
missing from the top-panel (by the clock).

I'm connected fine, but I have no graphical interface for choosing
between connections or accessing VPN via network-manager-vpnc (which is
accessed through this same indicator).
