Windows is hibernated, refused to mount.

The NTFS partition is in an unsafe state. Please resume and shutdown
Windows fully (no hibernation or fast restarting), or mount the volume
read-only with the 'ro' mount option.

but my partitions are fine, windows is shutted down, and it happens with
all my external HardDisk's. i also repartitioned the partitions and
tried to repair is also.
