So, this could be caused by a other application with apt access that runs at the same time(like automatik security packages installation, update packes list through update-manager, a other terminal with a running apt task, something more....)
Could you agree with this? If the written above is correct, than y simple retest would make sense here. It is unlikely that a second time a second apt process is runnig while you start the relase upgrade. I give it a 99% that it works on a retest. In meantime I set this back to incomplete. If you have done, please set the status back to new.
