That is how transitional packages work so there is nothing to fix. The
problem is that you have installed deluge-webui not deluge-web.
If you install/upgrade a transitional package then of course when you try to
remove it, it will remove the dependant package.
However if you install the new package while the transitional package is still
installed then apt will simply mark the new package 'manually installed' and
then you can to remove just the transitional package.
