Plymouth is not the cause. At least for me. I've totally purged plymouth from system (installed dummy package) but I still have " / is busy " sometimes. At least once in a day. You can see my comment here: https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1073433/comments/84
