Looking a bit further, I'm pretty sure this is a different form of bug
1103881. This form is because libc was upgraded, and, as it is a
dependency of upstart, it invokes 'telinit u', which restarts upstart
and loses state.

cloud-final is never executed if upstart is upgraded during initialization
of the image
