It seems like the current version of haproxy in 12.04 does not work with
web sockets. From http://blog.exceliance.fr/2012/11/07/websockets-load-
balancing-with-haproxy/ :

"# timeout tunnel available in ALOHA 5.5 or HAProxy 1.5-dev10 and
higher"

and: http://bazaar.launchpad.net/~gary/juju-gui/bug1117896/revision/30 :

"HAProxy is used to do that: juju-gui/ppa contains the
development release of HAProxy, supporting SSL.
HTTPS traffic is sent to nginx (port 8000), and wss
connections are redirected to the underlaying API
backend (port 8080).".
