You get this installation error, because
/lib/udev/rules.d/40-libsane.rules was modified. To fix the installation
error, restore the original 40-libsane.rules, install the 32 bit version
of libsane, and then apply your changes again. This should be doable
with following commands (untested):
sudo cp -a /lib/udev/rules.d/40-libsane.rules ~
sudo apt-get install --reinstall libsane
sudo apt-get install libsane:i386
sudo mv ~/40-libsane.rules /lib/udev/rules.d/
