Sane bug here. I'm using the XPS 13 (Sandy Bridge). Ubuntu 13.04 (3.8.0-16-generic) Using "/bin/echo 0 > /sys/class/backlight/intel_backlight/brightness" fixes the issue. Perhaps there's a rollback?
