I too get this since the 2.6.20 kernel with ubuntu 7.04 /connect-debounce... port 1 disabled/
My hardware is an old VIA EPIA5000 card (in my car computer) with an EXTERNAL USB hub, to which is attached a custom music control head (FTDI serial device). Userland code (perl) detaches/reattaches the USB device upon read or write error. Computer is embedded and headless. Unplugging/replugging the USB device usually, but not always, triggers the /connect-debounce... port 1 disabled/ error. The code is awaiting the existence if /dev/ttyUSB0 after which it attempts to open. This all ran fine for most of a year with 6.10 (was that 2.6.16 kernel?
