No, this cat definitely not be the wanted behavior. When I use the Unity
launcher as open-task-list, i do not want unlocked applications get
automatically locked just cause I move them around.

  Whenever I move the icons of my open windows in the Unity launcher, they
  get automatically locked to the launcher. I have unlocked all apps.
  cause I like to see only active apps there.
  
  E.g. I start an unlocked application like evolution at some point and it
  gets appended to all open apps at the bottom of the Unity "launcher" ->
  drag & drop top the top -> close evolution -> icon still there.
  
  Reproducible with any application.
