Are any messages being displayed? Do you have any accounts registered in Ubuntu Online Accounts?
If the answer to those questions is 'no', then I would not at all be surprised that the "top" and "refresh" buttons are doing nothing (you are already looking at the "top" and there's no source to get new messages from). "post" button should probably work though. You can move the window with by holding down the alt key and dragging on the window. That's a known bug in the toolkit level (all Qml apps currently suffer from this), not an issue in friends.
