Public bug reported:

Fresh install of raring with all updates. Sometimes, after
suspend/resuming my laptop, the google talk account refuses to
reconnect, and emparthy says it requires authorization, if I click the
button next to requires authorzation it just brings me to UOA and
nothing happens. toggling the gtalk account on and off doesn't help, it
just requires authorization again. only way to get it back is to reboot.
