You will not be able to intuitively switch keyboard layouts during each of the installer steps. See https://wiki.ubuntu.com/Ubiquity/KeyboardBug for references to some layout switching bugs at every page of the installer. But indeed you can choose a keyboard main locale (first page) and main keyboard layout (between timezone and user setup) independent of each other. After the installation, one can easily setup additional layouts and switch between them using keyboard shortcut or indicator.
