Public bug reported:
This is an implementation bug that I am pointing and not a bug as
described in #1033226.
When restart is needed, the offered option is a "Restart" button. What a
user is waiting to happen is the system to restart. Instead, clicking
the "Restart" button doesn't restart the system, instead it offers more
options, like shutdown and restart.
What should have happened:
* Clicking "Restart" should immediately restart the system as the
button suggests.
What is proposed :
* Clicking "Restart" should start a countdown (30 sec ?) indicating that the
system will perform a restart
* The countdown window should offer a cancel button in case that the restart
button was pressed by accident.
