This is one of the symptoms I have in bug 123548.
If you try to drop the brightness one step, does it go away? Open a terminal
window and run:
tail -f /var/log/kern.log
You might see lots of messages like this scrolling by:
Jul 24 21:17:41 {hostname} kernel: [13804.424000] set_level status: 0
If this is the case, you might want to mark this bug as a duplicate of
bug 123548.
