This happened to me during install of  Raring Final image:
http://cdimage.ubuntu.com/daily-live/20130424/raring-desktop-
armhf+omap4.img while testing on a Panda board on ARM:

- On the "Welcome" window I selected Italian language
- Clicked on network manager icon in indicator bar (top left side of screen) 
and connected to a wireless network
- waited quite a while but the status of the "is connected to internet" item 
did not change to green tick
- clicked on continue all the same, on the "Wireless" window I was asked if I 
wanted to connect to a wireless network as it did not seem to detect I was 
already connected
- selected to connect to the wireless network I was already connected to, 
entered the password, and continued installation normally.

I am attaching a screenshot where you can see I am connected to a
wireless network but the status of the "is connected to internet" item
is not a green tick.
