I'm not entirely sure if xorg.conf has been changed since the problem was first noticed. I believe that the HorizSync, VertRefresh and the Mode settings in the Section "Monitor" were added in an attempt to fix the issue. But the issue persists whether or not those settings are used.
The screen does not scroll.
