I've been looking around and found lots of references to "rf_kill" when 
relating to ipw2200 (which I believe is for the Intel wireless card).
My laptop has the "IBM 11a/b/g Wireless LAN Mini PCI Adapter II" and uses the 
madwifi drivers (I believe). I'm just guessing, but I'm wondering if maybe the 
madwifi drivers don't implement the rf_kill feature?
