I can confirm this bug also affects me on a System76 Lemur laptop running 13.04. However, in my case after a minute or so the screen reverts to proper background image. Previously, I had the exact same problem that you described where the background did not revert to the user-selected image but I figured out that this was a bug related to the newest version of Nautilus. Downgrading to a previous version of Nautilus helped sort this out.
