Public bug reported:
No wallpaper is displayed after update to 13.04 from 12.10. I tried
making a new user (to get a fresh configuration) and the behavior is the
same. I can not change to a solid background either. Oddly, the
background _does_ appear on the lock screen.
I also note that logging in and logging out takes a very, very long time
compared to 12.10. Not sure if this is related or is a separate
problem.
