Same issue in 13.04 on an Acer laptop
First time I think it was resizing partitions in the background. I thought it
was just slow and tried with the keyboard and mouse to change the keyboard. It
stalled and despite being left for eight hours did not come right. I could go
to the menus in the top right hand corner but always came back to the stalled
keyboard selection.
After reboot I chose the option to start from scratch with the Ubuntu install
and just accepted the keyboard default and it went through normally.
