Same problem here, with Kubuntu 13.04 and the oxygen-gtk theme. All the mentioned workarounds work, but of course they're just workarounds. (In my case I addressed this by using the emacs-snapshot package from ppa:cassou/emacs, which doesn't exhibit the problem for whatever reason).
