No. The reason being, Shuttleworth CONSIDERS the Daily Builds to be of
the same/better quality that of a rolling release, however it isn't one
and it doesn't really act like one either. The 'toolchain' is uploaded
on the 9th (I assume that means they upload the development tree for
Saucy then) so you can upgrade to development Saucy then. At the moment,
I expect they are still cleaning up Raring and defining features for
Saucy, we can't test it yet because they haven't even started coding it
yet.
When Shuttleworth announces the name, it is so that he can use the
branding at various conferences early and they can prepare the
toolchain, it doesn't mean that they have started developing it yet.
