I tested v3.9.0. The result is "kernel-replaces-bug-upstream". Resume
from suspend works without the fan going up, BUT in regular operation,
the fan will no longer go down, once its speed has increased.

With v3.9.0 I get this: starting two endless loops (it's a dual core
machine) makes the temperature rise and the fan goes up. Now I kill the
processes and wait for the temperature to drop down again. But the fan
never goes down, it keeps the speed it had when the two processes were
running.

I'll leave it to you to tag and close this bug. There is still something
lurking there with fan control.
