Follow-up: I did not manage to fix the broken upgrade (serious problems
with fglrx graphics drivers that were halfway installed) manually. The
solution for me was to setup a Ubuntu installation disk/stick and choose
"reinstall 13.04" from the installation menu. Up and running again.

(The option does only seem to exist if there isn't an overly complex
structure of OS's and disks, so you may want to unplug other HDDs)
