I have been seeing this happen in Raring over the last day or two now.
Might of course be a different issue...
Why I found it annoying is that Alt-Tab-ing into the application in
question worked fine, but to Alt-Tab out again i needed two Tabs.
It happened to me with evince and gnome-terminal.
