Version: Clean install of 13.04

Expected Behavior:
Applications like emacs need to use the alt key. So you need to disable it 
starting the hud so it will work with other applications. I went to system 
settings->keyboard->launchers->key to show the hub and pressed backspace to 
disable it. It says disabled. Afterwards I expect to be able to do alt+f in 
emacs to move forward one word. 

What happened instead:
After disabling as described above. When you press the alt key the hud does not 
appear. But pressing alt+f still opens the file menu. 

A buch of searching through menues and online did not find a solution.
This used to work in 12.04
