Strongswan is divided into several packages. You can install either
strongswan-ikev1 or strongswan-ikev2 alone or both at the same time.
Unfortunately the pluto daemon in strongswan-ikev1 depends on the
libstrongswan-kernel-netlink.so plugin which is only provided in
strongswan-ikev2 requiring the installation of strongswan-ikev2.
Either the dependencies need to be modified or the plugin needs to be put into
the appropriate package.
