This is easy to fix: the "homepage" quoted in "http://packages.ubuntu.com/raring/cpulimit"; is not correct. There it says "limitcpu.sourceforge.net" but it should be "cpulimit.sourceforge.net" (or "https://github.com/opsengine/cpulimit";). Keep up the good work!
