Beside this there are many ppa's enabled.

I could not say if anyone of this has an influence of ubuntu-minimal,
but ubuntu-release-upgrader is not designed to handle ppa upgrades.

It might be helpfull for you if you bring your sytstem first back to the
official repositories and than try to upgrade it.
