I have the same problem, also Feisty. After network settings are change through "Manual Configuration" the nm-applet displays the disconnect and reconnect to the network. Since DHCP related daemons won't be killed during reconfiguration, the IP address is obtained from the DHCP server. ifdown <IF>; if <IF> didn't help. Reboot makes the static configuration including DNS, Gateway, ... work. Seems like some simliar bugs are already opened. I my opinion many it's a serious problem for all consultants and service engineers working at different customers/locations with different lots of different network environments.
