I have the same issue, running 13.04, fully updated as of 2013-05-09. The context was: I had a Twitter account, a Facebook account, and a Google account all setup through Online Accounts. The Twitter account said that it needed access granted (when yesterday it was already granted and working perfectly through the HUD). The twitter account was removed. The red """power button""" is still there, as well as the """Online Accounts...""" item in said menu.
