Is this a bug against my emacs-snapshot? Because you've reported it
against some other emacs-snapshot that hasn't been updated since 2009

I think this might be related to the way that I've split out the -common
package... it is probably the case that the manpage is identical, so it
got moved into -common, whereas the binaries differ, so the gtk and nox
packages contain emacs binaries without manpages. I'll have to dig a bit
deeper later on.
