There is a workaround for Ubuntu 13.04 explained by Stephane Graber here.

I changed /usr/bin/arkose to use "sudo -u %s .." as suggested. When I run 
arkose, 
I still receive that error message to input terminal, then I press Ctrl+D and 
voila,
it works.

Running arkose more than few times renders it unusable till a reboot, as
foreseen.
