This has been reported before but not well articulated. libapache2-mod-
rpaf requires a successful restart of apache and a call to a2dismod to
be removed. This should not be necessary, it is not for other modules. I
switched to nginx and then wanted to remove apache. On a live server I
should not have to stop nginx, start apache (with an old configuration)
just to remove a package. Package should make a best effort to call
a2dismod and apache restart but if apache is not present (as in having
been removed) it should not fail.
