After installing Synaptic in Kubuntu 13.04, the option to manage
repositories is not accessible (it is greyed out in the menu).

Using apt to install it shows that it is not pulling in software-
properties-gtk as a recommends, but is now in suggests:

$ sudo apt-get install synaptic

Looking at the changelog reveals it software-properties-gtk was moved to 
suggests in 0.80~exp1:
http://changelogs.ubuntu.com/changelogs/pool/universe/s/synaptic/synaptic_0.80~exp2/changelog

Users might not know which package is needed to enable managing software
sources, and it used to be pulled in for previous releases so I wonder
why this change was made for 13.04.
