While this does seem invalid it seems to occur somewhat regularly as
indicated by the ~46 crashes at

repository%3AUnicodeDecodeError%3A%3Cmodule%3E%3Aadd_source_from_line%3Aexpand_ppa_line.
Perhaps add-apt-repository should check the sourceline for unicode
characters.
