Explanation of the Ubuntu delta and why it can be dropped:
* debian/rules: Disable testsuite temporarily.
* debian/rules: Disable testsuite temporarily.
* New upstream release.
* Merge from Debian unstable (LP: #1030763), remaining changes:
- Build using dh_python2
Changes are the same for Ubuntu/Debian.
