Please sync python-json-patch 1.0-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/control, debian/rules: Dropped openstack-pkg-tools,
    not needed.
  * debian/rules: Enable testsuite.
  * debian/control, debian/rules: Dropped openstack-pkg-tools,
    not needed.
  * debian/rules: Enable testsuite.
  * debian/control, debian/rules: Dropped openstack-pkg-tools,
    not needed.
  * debian/rules: Enable testsuite.
  * debian/control:
    - Build-depend on python-json-pointer (pulled from Debian git)
      to prevent generated dependency on non-existant package

Ubuntu changes chan be dropped since it enables the testsuite as well.

Changelog entries since current saucy version 0.12-1ubuntu2:

python-json-patch (1.0-1) unstable; urgency=low

  * Uploading to unstable.
  * New upstream release.
