Is this the way that each Ubuntu user should go? I never saw this command 
before and I think it should not be necessary for packages from the universe 
repository.

probably. But I think the 'solution' of this bug is the origin of my issue. 
Your efforts to solve the bug are responsible that wine cannot be installed 
anymore on amd64
