I believe this was only a temporary installability problem so I'm
closing this bug.
The root issue (users running development releases getting packages for
i386 and amd64 at different times) was fixed during the raring
development cycle. Just make sure -proposed updates are not enabled if
you are running a development release (meaning an alpha or beta instead
of waiting for the official stable release).
