Public bug reported:

After an upgrade from 12.10 to 13.04 on two different machines using do-
release-upgrade (ie command line upgrade), they both say this on login:

    Welcome to Ubuntu 13.04 (GNU/Linux 3.8.0-21-generic x86_64)

     * Documentation:  https://help.ubuntu.com/
    New release '13.04' available.
    Run 'do-release-upgrade' to upgrade to it.

Note how I am being told to run do-release-upgrade to the version it is
already at.
