wine1.4-common went away properly in raring. It's a transitional
package in precise but not for the traditional reason (a package
rename), but rather as a workaround to ensure the multiarch dependencies
work out correctly when upgrading from 10.04. While it contained no
files, it did have a purpose in making the dependency chain resolve
correctly.
Quantal has it too, but only because I forgot to remove it.
