I apologize for not getting this done.

I have dug through the code and Yuriy is exactly correct, a gtk/gnome
port of the wineconfig (or creating a similar application from scratch)
is the Right Thing To Do. (He is the authority because he wrote
wineconfig, which is a very fine tool.) At the UbuntuLive conference
last week, the Ubuntu team said that they are working on better
integration of wine and the Ubuntu desktop for the Gutsy release.

I continue to think that this "bug" is better solved outside of the wine
package received from upstream. Instead, it should be handled by the
desktop environment of the user.

For both of these reasons, I am abandoning my effort on this bug, and I
would vote to either close this bug and reassign it to a different
package.

Having said that, the solution suggested by beerfan above (perhaps with
a summary of this thread) would make an excellent addition to the wiki
so that users at large would have accessible and cogent documentation on
tuning their Wine colors.
